Information Guide for Part-Time Faculty

General Information

The CSU. The CSU is comprised of twenty-three campuses, 450,000 students and approximately 46,000 full- and part-time faculty. All of the campuses provide undergraduate instruction and graduate study through the master's degree in the liberal arts and sciences, in applied fields, and in various professional areas. Funds to support the system are obtained following completion of a budgetary process involving each of the 23 campuses, the Chancellor's Office, the Board of Trustees, the Department of Finance, the Governor and the Legislature.

California State University, San Bernardino. The San Bernardino campus of the CSU opened in 1965, offering six degree programs to approximately 300 students and focusing on liberal arts. Currently the curriculum has been expanded to 1 doctoral degree program, 46 baccalaureate degree programs, 24 teaching credential fields and various options within 26 master's degree programs. Current enrollment exceeds 17,000. While continuing to emphasize liberal arts, the university has implemented a number of career-oriented programs, both at the undergraduate and at the graduate levels.

Part-Time Duties and Academic Services

Academic Terms. CSUSB is on the quarter system. Each academic year is divided into three academic terms: Fall (September to December) Winter (January to March) Spring (April to June)

Meeting of Classes. Classes are held at the time and place officially announced by the University in the Class Schedule. These may not be changed without prior approval of the Department Chair. Classes should meet for the full period of time allotted for that class in the Class Schedule and on each day the course is intended to meet. If there is a need to cancel or reschedule a class, you should obtain the prior approval of the Department Chair.

Content of Classes. It is expected that the content of each course should be that which has been approved by the University and as described in the University Bulletin.

Course Cancellation. In the event the number of enrolled students in a course is below a certain number, a Department Chair may decide to cancel the class for budgetary reasons. If this should happen, you will be compensated for class hours taught. Classes may be canceled any time prior to the third class meeting.

Class Length/Breaks. You are expected to utilize the full class period, to begin and end classes on time, and to be punctual in meeting classroom obligations. In classes that extend for more than 50 minutes, you may either allow for a ten-minute break between each 50 minute session or continue the class before taking a break at an appropriate point.

Office Hours. Part-time faculty are expected to make themselves available to their students before and after class for discussion of matters related to the course.

Faculty Office. Part-time faculty should inquire of their department chair regarding the availability of a faculty office for their use.

Disabled Students. By law, the University must provide students with disabilities with reasonable accommodations when it is possible and appropriate. Students with temporary or permanent disabilities may receive assistance and support services through the Services to Students with Disabilities Office (SSD), UH-183. The SSD Office has responsibility to review documentation and determine what accommodations are necessary for students who have identified themselves as a student with a disability. As a part-time faculty you may need to modify your method of instruction in order to accommodate the needs of students with disabilities. Students may also require special accommodations with respect to exams, including extended time to complete exams, tape-format exams, interpreters, braille or large-print exams and answer sheets, and transcribers.

Course Fees and Sale of Materials. Fees associated with specific classes are regulated by CSU system policy and students may not be charged for materials or services used in classes without formal campus review and approval. You should not sell materials for student classroom use directly to students. Materials such as textbooks, manuscripts, and normal classroom supplies are typically handled by the campus bookstore.

Grades. As part of your teaching responsibilities, you must evaluate the academic performance of students using the grading symbols and criteria below: 

  • A/A-
  • B+/B/B- 
  • C+/C/C-
  • D+/D/D-
  • F+/F
  • CR (Credit)
  • NC (No Credit)
  • I (Incomplete)
  • U (Unauthorized Incomplete) 
  • RD (Report Delayed)
  • SP (Satisfactory Progress 
  • W (Withdrawal)

(You are urged to discuss grading standards and practices with the Department Chair.)

Final Exams. Although it is not required to have a final comprehensive examination on the day, time, and place specified in the Class Schedule, the days designated for "Final Examination" are counted as academic work days. Therefore, you should conduct some class business with your students on the day designated as "Final Examination", e.g., review and summarize the course, review and/or discuss "take-home" exams, projects, term papers, etc.

Academic Dishonesty. Academic dishonesty includes plagiarism defined as "the presentation as one's own, the ideas and writings of another" as well as cheating and constitutes a violation of the Student Discipline Code. In instances of academic dishonesty, part-time faculty should take appropriate action as outlined in the Policy and Procedures Concerning Academic Dishonesty (FAM 820) and notify the Student Affairs Judicial Affairs Officer.

Grade Grievances. Students may file a grade grievance following the Student Academic Grievance Procedures (FAM 805) in cases where they do not agree with the grade you have assigned them. Those procedures require that the student first meet with you in an effort to resolve the dispute. Therefore you should endeavor to respond and make yourself available even if you are no longer with the University.

Part-Time Faculty Evaluation

Teaching Evaluation. For the part-time faculty, there are two kinds of instruments used in the evaluation of teaching performance. One is the Student Opinion of Teaching Effectiveness (SOTE) and the other is the Classroom Visitation (CV). All classes taught by part-time faculty are subject to SOTE evaluations. SOTEs are not optional and it is imperative that they be administered during the ninth week of class and in the prescribed manner. You should read the instructions carefully when you receive your packet and follow them closely. Classroom Visitations are peer visits that normally take place the first time you teach a course. If you have specific questions regarding the evaluation process, please do not hesitate to contact your department chair.

Periodic Evaluation. Each academic year, during a specified period at the end of the Spring term, your teaching will be evaluated by the Department Evaluation Committee and the department chair. Materials in your file that will be evaluated include SOTEs and Classroom Visitation reports as well as any materials appropriately submitted which refer to your instructional activities. A copy of this evaluation will be forwarded to you.

Salary, Pay and Benefits

Salary. The stated salary in your letter of appointment conforms to a specific range (A, B, C or D) in accordance with the salary schedule for temporary faculty. Upon completion of 36 WTUs in the same department or equivalent unit, and if funds are available, part-time faculty should be given a service salary increase within range if reappointed.

Pay Schedule. The quarterly salary of a part-time faculty is divided into four equal payments and paid in the following manner:

Part-time faculty members who receive and accept an academic year appointment will be paid once a month, over twelve months.

Deductions. In addition to the mandatory deductions for Federal and State Income Tax, Social Security (OASDI), and applicable retirement plan, part-time faculty may request additional deductions for such things as faculty union dues and charitable contributions.

Retirement. Part-time faculty members who are presently excluded from membership in the Public Employees' Retirement System (PERS) because they work less than half-time, are seasonal, or are employed on an intermittent or temporary basis are required to pay a mandatory 7.5% pre-tax contribution each month to the Part-Time, Seasonal, Temporary (PST) Retirement Plan. Employees currently contributing to PERS or the State Teachers' Retirement System (STRS) through employment with another public agency are exempt from mandatory participation. Future appointments may qualify you for the PERS Retirement Plan depending on time base and the length of appointments.

Benefits (Medical/Dental/Vision, Life Insurance, Long-Term Disability). Part-time faculty are eligible to receive benefits (medical/dental/vision) if appointed for an academic year and if they maintain a time base of 6.0 WTUs or more. An academic year appointment is offered if a part-time lecturer has taught a similar assignment of courses during the previous three quarter terms within the same academic year. An academic year appointment may also be offered if a department intends to employ a part-time faculty during all three terms of the academic year.

Holidays

The following are paid holidays and are observed on the day specified: 

  • Martin Luther King's Birthday  - The third Monday in January
  • Cesar Chavez’s Birthday  - March 31st 
  • Memorial Day  - Last Monday in May  
  • Veteran’s Day - November 11
  • Thanksgiving - Last Thursday in November

Subsequent Appointments. Part-time faculty may be receive subsequent appointments to teach the same course(s), but such appointments will be based on the most recent periodic evaluation report or on evaluation materials appropriately included in the Personnel Action File.

Clearance. The Bursar's Office must receive a clearance form for every part-time faculty member at the end of each quarter in order to release the final paycheck for that term. Department secretaries can do this for you electronically, then send the clearance forms to the Bursar's Office so that your check can be released. Should you have an outstanding obligation that needs to be taken care of, you will be contacted and will need to take care of this personally. Otherwise, this may all be done automatically.

Miscellaneous

Emergencies. In case of a campus emergency requiring police, fire, or medical assistance, use any campus telephone to dial 911. You will be connected with the campus Public Safety dispatcher.

Disaster Preparedness. In anticipation of a natural disaster such as earthquake, fire, or explosion while you are on campus or in the classroom, be sure to review carefully the campus Emergency Plan.

Parking. A parking decal is required for all vehicles using University parking lots. As a part-time faculty, you may purchase a quarterly parking permit from the Bursar's window or from Parking Services with the necessary parking permit form and identification. For some of you who only teach one or two days a week, it may make more sense to purchase a daily parking permit.

Coyote One Card. Part-time faculty are eligible to receive a Coyote One Card which serves as a library card, ID card, discount card, and which can also be used as a debit card at various locations around campus. As part of signing up for payroll, you will receive an application card which you can then take to the Coyote One Card Office (PL-005).

E-Mail. It is necessary for part-time faculty to obtain an e-mail account with the University in order to access Faculty Center. Contact Telecommunications and Networking Services (TNS) for an appointment at 537-7277. This office is located in PL-028. Be sure to bring your Coyote One Card.

Security Training. Faculty center is where faculty accesses their class roster and enters grades. Before access is given, security training will need to be completed. For more information and to register go to the following link CMS Page and click “register for training” located on the left side.

Sexual Harassment. It is the policy of the University to maintain a working and learning environment free from sexual harassment to its students, employees, and those who apply for student and employee status. Any behavior determined to constitute sexual harassment will be viewed as neither complimentary nor humorous, and will be subject to disciplinary action. In the event a student confides in you that someone is harassing them, immediately refer them to a Sexual Harassment Advisor (see handout). Do not attempt to resolve the matter or to engage in any kind of investigation.

Faculty Union. The faculty of CSUSB is represented by the California Faculty Association (CFA) for purposes of negotiating wages, hours and other terms and conditions of employment.

Policy against Workplace Violence. CSUSB is committed to creating and maintaining a working, learning and social environment which is free from violence. Therefore, CSUSB prohibits any violent act, threat or any behavior which by intent, action or outcome harms another person. Such conduct will be subject to disciplinary action up to and including dismissal from employment, expulsion from CSUSB and/or civil or criminal prosecution as appropriate. Anyone observing or experiencing violence or threats of violence is strongly encouraged to report that information to the Director of Human Resources, the Associate Provost for Academic Personnel, the Student Affairs Judicial Affairs Officer, or the Director of Public Safety.
